Commentary and Opinions

The capacity to wage war has always been the ultimate guarantee for state security. The size of the army does not only serve as a deterrent however. The fact that many wars have been started with security related arguments testifies to the possibility that warfare can indeed be one of the many rational tools of defensive statecraft. But history teaches us that the longer the wars have lasted in modern times, the greater the chance that the defender will win. The length of the war can thus have serious consequences for state security.

[Editor’s note: Rep. Ted Poe (R-TX) made these remarks on the House floor on May 18, 2010.]

Mr. Speaker, U.S. Border Patrol agents have spotted yet another Mexican military helicopter incursion into Texas. That makes three times these helicopters have crossed the border into America this year, that we know of. On Saturday [May 15, 2010], another Mexican military helicopter was in Texas, hovering near the Roma-Miguel Aleman International Bridge. Two other times this year, Mexican helicopters were photographed in Starr and Zapata Counties in Texas.

Day to day, most citizens do not think twice about the routine activities that their local law enforcement agencies complete in order to ensure their safety. Things like issuing citations for minor offenses or patrolling the neighborhood to prevent vandalism simply equate to another “day in the life” for law enforcement officers. Ideally, these routine activities keep neighborhoods all over the country relatively safe and quiet.

But what if the unthinkable happens?

Many government organizations are charged with combating terrorism, identifying criminals and effectively applying immigration policies. All these activities require that persons of interests (and organizations and networks) be accurately identified. Identification is an extremely complex process that is only compounded by increasing data volumes, complex relationships, and tightly coupled application and data architectures.

In an operating environment where threats are imminent and the response must be equally swift, video communication technology can offer DHS and its communities of interest new ways to collaborate to improve homeland security operations.

Whether responding to a natural disaster or sharing intelligence to thwart a terrorist plot, video conferencing technology allows organizations to connect quickly and collaborate meaningfully.
